What is a compliance review?

In December 1989, Carleton submitted its first Employment Equity Compliance Review Report and Employment Equity Work Plan to the federal government as part of the Federal Contractors Program (FCP). In June 1990, the FCP honoured our exceptional efforts in establishing an employment equity program by selecting Carleton University as one of the first organizations to receive a Merit Award.

In September 1992, the University was again selected for a compliance review and in the covering letter to the President for the 1993 final report, the auditor wrote: “Carleton University has ambitiously developed a wide array of projects that support employment equity initiatives . . . All your efforts are too numerous to mention but certainly worthy of praise.”

A long period passed before Carleton was again selected for review. In March 2004 the University received notification that it must present qualitative and quantitative information on its Employment Equity Program since the last review (1993). In June 2004, the University submitted its Compliance Review Report outlining the rich diversity of equity and human rights initiatives implemented at the University since the last review.

In December 2004, the federal auditor forwarded the results of his audit to President Van Loon. While awards are no longer issued, the University still gained praise for its demonstrated understanding of the concept of employment equity. In particular, the auditor cited the University’s achievements in the following areas: communications, the supportive structure of human rights policies, its determined efforts to ensure an accessible and safe campus, and the overall increase in representation of the four designated groups.

This issue of Carleton NOW contains articles providing general information on employment equity and the University’s commitments under the Federal Contractors Program, including current initiatives, ongoing progress in achieving a representative work force, revised goals, and the 2004 Employment Equity Work Plan.
